农村地籍更新调查质量控制体系的建立与研究

Establishment and development of the quality control of the rural cadastral updating survey

农村地籍更新调查对我国推进农村产权制度改革和经济社会发展具有深远意义,因此做好该工作的质量控制、确保数据的准确性和规范性是农村地籍更新调查工作的重中之重。本文提出建立农村地籍更新调查质量控制体系,研究了地籍地类要素中的空间拓扑关系、权属调查数据检查标准和成果质量评定,开发了基于AutoCAD的地籍地类要素空间拓扑检查模块和基于FME的落地图形关键权属数据检查模块。最后结合上海市嘉定区安亭镇向阳村的农村地籍新调查的质量检查工作对相关检查方法进行了阐述。

During the economic and social development of our country,rural cadastral updating survey plays an important role in the rural property right system reform. So the key point is quality control and insuring the normativity and accuracy of the survey data. This paper advances a quality control system in order to guarantee the quality,and researches the spatial topological relation of the cadastral elements,the inspection standard of the ownership investigation,as well as the quality evaluation. It puts forward a check module based on AutoCAD for the automatic inspection of the spatial topological relation of the cadastral map. A check module based on FME for the automatic inspection of key ownership investigation on the cadastral map is developed. In the end,it takes the project of the Xiangyang village,Jiading,Shanghai as an example.
