承接与融合:蒙晋冀与京津冀产业协同发展研究

蒙晋冀(乌大张)长城金三角经合区是京津冀首个合作区,打造乌大张、融入京津冀、对接俄蒙欧是其明确的发展定位。承接京津冀产业转移是蒙晋冀(乌大张)长城金三角合作区域推动经济实现高质量增长的重要契机。京津冀区域因发展战略调整需要对部分产业资源进行转移,蒙晋冀(乌大张)长城金三角合作区域在承接京津冀区域部分产业资源方面具有先天优势,如自然资源丰富、人力成本低廉、政府政策支持等,但也存在不足,如地区壁垒制约、生态环境脆弱、经济结构单一等。为了提高承接京津冀区域转移产业的能力,蒙晋冀(乌大张)长城金三角合作区域应采取强化区域顶层设计、优化区域经济结构、健全财税支持政策、完善金融服务体系、建立生态补贴机制等措施改善区域产业发展环境。

The golden triangle economic cooperation zone of the Great Wall of Mongolia-Shanxi-Hebei is the first cooperation zone between Beijing-Tianjin-Hebei.To undertake the Beijing-Tianjin-Hebei industrial transfer is an important opportunity for the Great Wall cooperation region of the Great Wall of Mongolia-Shanxi-Hebei to promote high quality economic growth.Beijing-Tianjin-Hebei region due to the need of development strategic adjustment to transfer part of the industrial resources,this Great Wall golden triangle area cooperation in Beijing-Tianjin-Hebei region has the congenital superiority industry resources,such as rich natural resources,the human cost is low,the government＇s policy support,etc.,but there is also insufficient,such as regional barriers restricting,fragile ecological environment,the single economic structure,etc.In order to improve this Great Wall golden triangle area cooperation continues the Beijing-Tianjin-Hebei region＇s ability to transfer of industry,this Great Wall golden triangle area cooperation should be taken to strengthen regional top-level design,optimize regional economic structure and improve the fiscal and taxation support policy,improve the financial service system,to set up the ecological compensation mechanism and other measures to improve the regional industry development environment.
