摘要
从效率视角,采用非参数的数据包络分析方法,基于2011—2015年我国26个省市面板数据,对我国各地区高校技术创新国际化水平进行评价研究。通过超效率SBM模型计算发现,华东、华中、华北地区高校众多,拥有丰厚的技术创新资源,技术创新国际化效率水平较高;西南地区投入产出数值较小,但投入产出比仍然较高;东北三省效率值始终处于较低水平,与其他地区技术创新国际化水平存在明显差距。通过Malmquist指数分析,各地区高校国际化管理水平未处于有效状态。总体来看,研发人员技术创新能力、国际化视野需要进一步提升。
Based on the panel data of 26 provinces and cities in China from the perspective of efficiency,this paper used the data envelopment analysis method to evaluate the internationalization level of technological innovation in colleges and universities in our country. Through the super SBM model,it is found that there are many colleges and universities in East China,Central China and North China,with high technological innovation resources and high efficiency of technological innovation. The input-output value of southwest region is relatively small,but the input-output ratio is still high. The efficiency of the three provinces in Northeast China is always at a low level,and there is a clear gap compared with other regions. Through the Malmquist index analysis,the regional level of international management of colleges and universities is not in an effective state. Overall,China＇s R D personnel in technological innovation,international vision needs to be further improved.
