摘要
欠薪,已成为我国突出的社会问题。调研结果显示,欠薪纠纷数量呈逐年下降的趋势,但仍然存在,而且上升为极端事件的情况也仍有发生。建立事前欠薪保障机制、建立企业诚信制度评价体系、建立多元化调解机制、充分发挥行业主管部门监管作用、充分发挥劳动监察部门的监察作用和建立企业欠薪联动惩戒机制是预防和化解欠薪纠纷的长效机制。
Back pay is gradually becoming a severe social issue. According to the results of the survey, the back pay disputes are decreasing year by year, but still exist, sometimes even escalate into extreme events. It is a longterm mechanism to prevent and settle the back pay disputes by establishing the guarantee mechanism before pay back happens, setting up the enterprise credit evaluation system and diversified mediation system, ensuring the supervision function of the industrial authorities and the surveillance function of the labor supervisory departments, as well as establishing enterprise' interactive disciplinary mechanism.
