梳理和阐释改革开放四十年来河南省社会养老保障建设的发展历程,归纳和总结河南省在保障老年人物质和精神生活基本需求方面取得的主要成效,揭示和分析河南省在提高社会养老保障程度及服务水平中存在的难题及其成因,并在以上深入思考的基础上,就积极寻求进一步提高河南省社会养老保障程度及服务水平的有效途径,提出了建设性的意见。

This paper sums up and explains the development of the social security for in Henan Province in the past 40 years since the Reform and Opening, summarizes and sums up the main achievements made in protecting the material and spiritual needs of the elderly in Henan Province, reveals and analyses the difficulties and causes in improving the social security and services for the elderly in Henan Province. While on the basis of the above in-depth consideration, constructive opinions are put forward on the effective ways to improve the social security and service level of the whole people in Henan province.
