本文从开发历时的深度,中国特色西藏特点的角度和时代发展的高度定位西藏农业综合开发工作,并通过政策保障、组织保障、工作保障和资金保障四项措施的实施,将对西藏发展农牧区生产力、推动农牧业现代化和推进新农村建设起到举足轻重的作用。

This paper oriented Tibet agricultural comprehensive development from the aspects of its duration,Tibet characteristics within China and the epoch development.Tibet agricultural comprehensive development will adopt the policy guarantee,organizational guarantee,working guarantee and capital guarantee to play an important role in developing productivity in Tibet agricultural and pastoral areas.It will also promote the modernization of husbandry and new rural construction.
