Carrying Forward the Spirit of Treaty and Promoting the Return of Sino-Japanese Relations to Normal Development Track

1978年缔结的《中日和平友好条约》以条约形式确认了1972年《中日联合声明》的各项原则并使之法律化,为此后中日关系的发展提供了政治基础与法律保障。中日缔结和平条约具有重大国际战略意义,也对中国改革开放、实现经济社会大发展产生了重要推动作用。《中日和平友好条约》确立的各项原则与精神对中日关系发展、分歧与矛盾的处理具有根本指导与规范意义,同时,又在不同历史时期中日关系的实践中得到继承并不断发展,最终汇成"条约精神"的总内涵。《中日和平友好条约》已缔结40年,但其重要价值并没有随时光流逝而淡去。相反,条约精神历久弥新,在新形势下更显生机与活力,其深刻内涵有待中日双方进一步共同挖掘、深入领会、忠实恪守、继承发扬。

Sino-Japanese Treaty of Peace and Friendship, signed in 1978, confirmed the principles stipulated in the Sino-Japanese Joint Statement in1972 in the form of international treaty and legalized them, which provides the political and legal foundation for the development of Sino-Japanese relations. The signing of the treaty is of great strategic significance and has played an important role in promoting China's reform and opening up to the outside world and gaining great progress in economic and social developments. The principles and spirit established by the treaty serve as fundamental and normative guidance for developing of Sino-Japanese relations and handling differences and contradictions. It has been inherited and developed in the practice of Sino-Japanese relations in different historical periods. The general connotation of the treaty includes Facing up to and understanding history correctly, adhering to the principle of "there is only one China in the world and Taiwan is a part of China", persisting to peaceful coexistence and settling all disputes by peaceful means without resorting to force, not seeking hegemony and opposing any other countries to seek hegemony, keeping as partners and not posing threats to each other and insisting on seeking greater common ground while reserving minor differences. There has been forty years since Sino-Japanese Treaty of Peace and Friendship was signed, however, its significance has not faded away with the passage of time. The spirit of the treaty has been full of more vigor and dynamics in the new context, with its fundamental guiding and normative significance for the current and future development of Sino-Japanese relations to be further explored, adhered to, inherited and carried forward by both China and Japan.
