摘要
2018年3月11日,第十三届全国人大一次会议第三次全体会议经投票表决,通过了《中华人民共和国宪法修正案》,将"生态文明"写入宪法。^([1])在举国重视生态文明建设的大背景下,本文以华夏幸福产业新城的生态规划工作为研究对象,重点梳理在有限的资源条件下,2017年产业新城如何将新城建设和环境保护融合在一起,通过建立有效的工作方法和管理流程协调各部门工作,将可持续发展的理念、方法分解到各部门的具体工作中,为"一张好的蓝图一干到底"^([2])打好基础。
On March 11, 2018, the third plenary session of the first session of the 13th National People＇s Congress passed the ＂Constitution Amendment of People＇s Republic of China＂ by voting, ＂ecological civilization＂ was enshrined in the constitution. Under the background that the whole country attaches importance to the construction of ecological civilization, this article takes the ecological planning work of the new industrial cities in 2017 as the research object, focus on integrating new city construction and environmental protection under the condition of limited resources. First to establish efficient working method and management process, using this method and management process to coordinate the work of various departments. Then the concept and method of sustainable development will be decomposed into the work of all departments. It will lay the foundation for ＂follow a good blueprint＂.
