国有资产流失与国有企业市场化改革相伴而生，由于我国长期缺乏对国有资产流失的准确界定和对国有企业产权改革持错误认识，导致当前国企改革进程缓慢。新时期国有资产流失主要呈现出体制性流失规模大、腐败性流失占比高等特征，要深化国有企业改革，建立完善管资本为主的国有资产监督管理体制，就必须谨慎处理好混合所有制改革、供给侧结构性调整和国企内外监管中的国资流失问题，通过正确的价值导向，有序推进国有资本保值增值。

The loss of state-owned assets was accompanied by the mar- ket-oriented reform of state-owned enterprises. Due to the lack of accurate definition of the loss of state-owned assets and the misunderstanding of property rights reform in state-owned enterprises, the current process of state-owned enterprise reform is slow. In the new era, the loss of state-owned assets is mainly characterized by a large-scale institutional loss and a high proportion of corruption. Therefore, to deepen the reform of state-owned enterprises, to establish and improve the system of the state-owned supervision and management,it is necessary to carefully handle the mixed ownership reform,the structural adiustment on the supply side and the loss of stateowned assets in the internal and external supervision of state-owned enter- prises. Correct value orientation will promote the preservation and appreciation of state-owned assets.
