本文根据美国统计资料和宪法等官方文件，分析指出，美国本是独立国家联盟，南北战争后才开始融合，第二次世界大战以后，才成为真正的联邦制国家。这是联邦政府权力很小的根源，自然不存在中央政府独裁。美国各邦权力掌握在少数人手里，长期实行奴隶制。直到现在，美国仍然是资本家们控制的国家，在温室气体排放方面要求第三世界国家人均排放量只有美国1／5，从来就没有实施过西化派所宣传的自由、民主和平等。

Based on official documents such as the U. S. statistics and the constitution, the paper points out that the United States was originally an alliance of independent nations that began its integration after the civil war and became a truly federal state after World War II. This is the main reason that federal government has a very small source of power,there is naturally no dictatorship of the central government. The powers of the United States are in the hands of a few captalists and long-term practice of slavery. Until now, the United States remains the capitalist-controlled country, requiring the third world countries have only one fifth capita emissions of greenhouse gases of USA and has never implemented the freedom, democracy and equality promoted by the westernizationists.
