农业农村优先发展制度化法制化研究

党的十九大作出了实施乡村振兴战略的重大决策部署,2018年中央＂一号文件＂进一步将坚持农业农村优先发展明确为实施乡村振兴战略的基本原则之一。落实中央要求,关键是在积极探索符合国情农情政策措施的基础上推动重要政策安排制度化、推进核心制度法制化,将农业农村优先发展的理念和原则转化为具有较强稳定性和约束力的制度安排,近期（2018—2022）应积极推进重大制度和法律法规的制定工作,远期（2022—2035）应在全面推动重要政策安排制度化的基础上着力推进核心制度法制化。

The 19 th National Congress of CPC has made major decisions and arrangements on Rural Vitalization Strategy,The 2018 No.1 Document of the Party Central Committee further put forward that Agricultural and Rural Preferential Development should be made as one of the ground rules to implement Rural Vitalization Strategy.To meet the demands of CPC,the key is that promoting institutionalization of important policy arrangements and legalization of core systems on the basis of exploring policy measurements which conforms to national and agricultural conditions,turning the notion and principle of Agricultural and Rural Preferential Developmentinto a steady,binding system arrangement.
