“Double First-Class” Construction and University Management Reform

建设世界一流大学和一流学科,是党中央、国务院作出的重大战略决策。要做好"双一流"建设工作,必须厘清3个问题:谁需要"双一流"?"一流大学"和"一流学科"是什么关系?谁来建设"双一流"。推动"双一流"建设,离不开大学管理改革。具体来讲,要实施战略管理,构建一流的人才培养体系,建立重大成果导向的科研机制,以及建设一流的校园文化。

The construction of world-class universities and world-class disciplines is a major strategic decision made by the Party Central Committee and the State Council. To carry out the ＂Double first-class＂construction work effectively, the following three questions must be clarified： the first is who needs ＂Double firstclass＂; the second is the relationship between ＂first-class university＂ and ＂first-class discipline＂; the third is who will build ＂Double first-class＂. The reform of university management is indispensable in promoting the construction of ＂Double first-class＂.
