省级政府高等教育统筹以省级政府作为责任主体,以统筹服务于国家战略和地方经济社会发展需求为出发点,以实现可持续发展为目标选择,对区域内高等教育的改革、发展、稳定等进行统筹规划、协同管理。省级政府高等教育统筹最根本的任务是结构体系的优化与功能再造和治理体系与治理能力现代化。深化这一领域的改革,要以党的十九大精神为指导,进一步厘清统筹的内涵与要义,把准统筹的价值取向和主要任务,明确有待深入破解的问题。
