University Effective Governance: Epistemology and Practice Criteria

学界对大学如何实现有效治理存在"治理结构说"和"文化政治系统说"两种不同的认识。以建构理性主义和进化理性主义作为"结构系统说"和"文化政治系统说"的知识论基础,并比较了两种知识论所指向的治理秩序、组织模型、组织特征与治理活动重点。大学作为"理性结构系统",需要建立适切的治理结构满足效率需要;大学作为"文化政治系统",在学术秩序演化过程中,各种"政治逻辑"代替"知识逻辑",使组织信任成为影响治理效果的关键因素。

There are two different understandings about how to realize effective governance in universities,such as ＂governance structure wisdom＂ and ＂cultural and political system wisdom＂. With theory of knowledge constructivist rationalism and evolutionary rationalism of structural system and cultural and political system, the article compares the two kinds of the theory of knowledge points to management order, organization models, the organization characteristics and management activities. University as a rational structure system, appropriate governance structure is necessary to pursue efficiency. University as a cultural political system, in the process of evolution of academic order, all kinds of political logic instead of logic of knowledge, lead to organizational trust has become the key factors influencing the governance effectiveness.
