摘要
国家技能治理体系蕴含着错综复杂的政治、经济、社会与历史文化背景,并深深嵌于国家治理体系之中。在这一进程中,政府、市场二者的协同和互动起着关键作用,相应形成了基于"政府"与"市场"两种典型模式。通过分析和比较两种模式在协调技能供需、增强技能基础和奖励技能获取这三个方面的差异及现实利弊,认为我国应当选择一条融合两种模式利弊的合作型技能治理体系模式,即将政府之外的社会组织、企业、公民以及各种关系网络都纳入技能治理体系的框架内,从治理主体之间关系与结构的新视角去诠释治理行为,把治理理解为多元治理主体之间复杂互动的博弈过程。
The national skill governance system contains complicated political, economic, social, historical and cultural background, and is deeply embedded in the national governance system. In this process, the coordination and interaction between the government and the market play a key role, and accordingly, two typical models based on "government" and "market" are formed. By analyzing and comparing the differences and practical advantages and disadvantages of the two models in coordinating skill supply and demand, enhancing skill base and rewarding skill acquisition. For China, it should choose a fusion of two kinds of patterns advantages and disadvantages of collaborative skills governance model, the government of social organizations, enterprises,citizens as well as a variety of network into skills within the framework of management system, from a new perspective of relationship between the governance body and structure to interpret governance behavior,understand the governance for the game process of complex interactions between multiple governance body.
