促进产业价值链迈向中高端:演化路径和政策思考

通过深度理论分析,从内涵定义、演化路径和政策构建三个方面剖析了产业价值链如何迈向中高端的进程。研究认为,产业价值链高端化,就是向产业链中的高附加值、高垄断性、高技术(知识)含量环节进军,不断抢占行业制高点。产业价值链迈向中高端有三种演化路径:产业价值链上的纵向延伸,即上游产业链延伸、下游产业链延伸、上下游企业链同步延伸、完全去制造化;现有价值链环节的原地提升,即产业链同一环节的横向整合、原有企业自身的积累提升;从新的产业价值链的高端环节切入。为推动我国产业价值链迈向中高端,文章从财税金融、创新、人才、产业、对外开放、区域城镇化等方面构建政策框架体系。

Through deep theoretical analysis, this paper analyzes how the industrial value chain moves towards the middle and high end from three aspects of connotation definition, evolutionary path and policy construction. The study believes that the high-end development of industrial value chain is to enter the high added value, high monopoly and high technical knowledge in value chain to reach a high position in the market. There exist three evolutionary paths for the industrial value chain to move towards the middle and high end： the vertical extension in the chain, i.e. the extension of the upstream chain, the extension of the downstream chain, the synchronous extension of the upstream and downstream chain, and the complete de-manufacturing; the in-situ improvement of the existing value chain links, i.e. the horizontal integration of the same link of the chain and the accumulation and improvement of the original enterprises themselves; the cutting from the high-end link of the new industrial value chain. In order to promote China＇s industrial value chain to the middle and high end, this paper constructs a policy framework system from the aspects of finance and taxation, innovation, talents, industry, opening up and regional urbanizatio.
