乡村振兴战略下田园综合体与旅居养老产业的对接融合

随着我国老龄化问题的日趋严重,养老已经成为一个不容忽视的社会问题。旅居养老是在旅游过程中实现养老功能的一种养老方式。田园综合体是国家在实施乡村振兴战略过程中,融合乡村农业和休闲度假为一体的一种新模式,其宜业、宜居和宜家的定位,使之成为城市居民旅居养老的一种新选择。但是,在乡村田园旅居养老发展过程中,也出现了供需不平衡、市场定位错位、医疗和土地配套政策滞后等问题。本文认为,立足供需关系、优化旅游产品结构、统筹资源配置,是实现田园综合体与城市中高端养老产业融合的基础;深化养老医疗体制改革、扩大异地医疗结算制度、完善土地配套政策,是田园综合体与中高端旅居养老产业融合的政策保障;借助田园综合体实现城镇居民旅居养老和乡村居民就业增收,是打好精准脱贫攻坚战、实现乡村振兴战略的新路径。

As China＇s aging problem becomes more and more serious, pension has become a social problem that can not be ignored. Tourism pension is a kind of old-age pension that realizes the function of pension in tourism process. The pastoral complex is a new model that integrates rural agriculture with leisure vacation in the process of implementing the strategy of rural revitalization, as part of the country＇s strategy of rejuvenating villages, and the orientation of the rural complex is suitable for employment, living and life, making it a new choice for urban residents to live in an old age. However, in the process of rural old-age pension development, problems such as unbalanced supply and demand, misaligned market positioning, lagging medical and land supporting policies have emerged. This paper holds that, the orientation of the relationship between supply and demand, the optimization of tourism product structure and the coordination of the resource allocation are the basis for realizing the integration of pastoral complex with urban middle- and high-end pension industry, deepening the reform of the old-age medical system, expanding the medical settlement system in other areas and improving the land supporting policies are the policy guarantees for the integration of the pastoral complex with the middle- and high-end residential pension industry, and to realize the tourism pension of urban residents and increase the income and employment of rural residents with the aid of the pastoral complex is a new way to fight against poverty with precision and realize the strategy of rural revitalization.
