摘要
"非升即走"制作为美国高校选拔和激励教师的一种有效制度安排,被越来越多的国家所模仿与借鉴。其中,我国部分高校引入实施了该制度,旨在选拔优秀人才,建设一流师资。从"非升即走"制的实施对象、试用期设置、评价标准、同行评议等方面,对我国高校"非升即走"制的实施情况进行了梳理,发现该制度在产生积极效应的同时,也存在着一系列问题:考核标准"一刀切",缺乏配套措施与弹性机制。为此,应对我国实施"非升即走"制进行路径优化,即完善相关配套措施,实行弹性考核机制与柔性的转岗机制。
The "Non-liter or go" production is an effective institutional arrangement for American colleges and univer- sities to select and motivate teachers. It has been imitated and used by more and more countries. Among them, some colleges and universities in China have introduced and implemented this system, aiming to select outstanding talents and build first- class teachers. Focu on the implementation of the "non-upgrade or leave" system, the probation period setting, evaluation criteria, peer review, etc., and sort out the implementation of the "non-upgrade or leave" system in Chinese universities, and find that this system has a positive effect. At the same time, there are also a series of problems : the assessment criteria are "one size fits all", and there is a lack of supporting measures and flexible mechanisms. To this end, China should im- plement the "non-upgrade or go" system to optimize the path: to improve the relevant supporting measures, the implemen- tation of flexible assessment mechanisms and flexible transfer mechanism.
