当今时代,互联网已经不单单是一种工具和技术,它正在演变成一种思维理念,而"互联网+"的思维理念不再局限于促进国民经济的增效升级,它已延伸至推进国家治理体系与治理能力现代化的各个层次,所以,借助"互联网+"推动行政机关智能转型俨然成为当今时代的主题。智能融合时代的来临,"智能"与"融合"演化为新时期互联网发展核心特征,智能服务成为互联网下一演进阶段周期的核心要义。因此,将"互联网+"与政务服务相融合,对行政机关的智能转型具有重要意义。本文认为,面向公众服务的智能化和面向行政主体本身的智能化是构建智能型行政机关的主要内容。本文在阐述两者之间关系的基础上深入分析了各自的发展现状,指出当前行政机关智能转型的短板在于行政主体本身智能化建设的滞后性,应补齐短板,实现两者的协调、平衡发展;并提出了智能型行政机关的宏观实现路径和技术方法,为推进行政机关的智能转型提供参考。

Nowadays, Internet is on its of evolving into a thinking principle, not only one kind of tool or technology, while ＂ Internet ＋ ＂ thinking is no longer limited to promote the national economy, it has been extended to promote the national governance system and the modernization of governance capacity at all levels. Therefore, the use of ＂ Internet ＋ ＂ to promote the intelligent transformation of the administrative body has become the theme of the current era. In the new era of intelligent integration, ＂ intelligence ＂ and ＂ integration ＂ have evolved into the core features of Internet development in the new era, and intelligent service becomes the core of the next period of Internet evolution.As a result, the integration of ＂ Internet ＋ ＂ and government service is of great significance to the intelligent transformation of administrative body. The intellectualization of public service and the intelligence of the administrative subject itself is the main content of constructing the intelligent administrative body. On the basis of expounding the relationship between the two, this paper deeply analyzes the development status of each. The paper points out that the weakness of the intelligent transformation of the administrative bodies lies in the lag of the intelligent construction of the administrative body itself, which tells us that we should overcome the weakness, realize the balanced development of the two harmoniously, and put forward the macroscopic realization path and technical method of the intelligent administrative body. It provides a reference for promoting the intelligent transformation of administrative body.
