浅谈国内高校科技成果转化现状——基于专利运营、科技服务的角度

Discussion on the Present Situation of the Transformation of Scientific and Technological Achievements in Domestic Colleges and Universities Based on the View of Patent Operation and Scientific and Technological Service

2017年我国的专利统计分析显示我国高校专利授权量为20.82万件,我国高校产出的科研成果丰硕,但高校专利的产业率较低,科技成果的转化率低。本文结合2017年我国的专利统计分析数据、我国现行的科技成果转化政策和我国高校科技成果转化现状,基于专利运营、科技服务的角度对我国科技成果转化存在的三个问题进行了简要的分析并提出了相应的解决办法以期发掘科技成果的价值,促进高校科研院所科技成果的市场化,促进科技成果在高校与企业之间的流通,提高高校科研成果有效转化率,盘活高校科研院所的科技成果,发挥科技成果的最大价值。

In 2017, patent statistics in China showed that the authorized amount of patents in China＇s universities was 208200 pieces, the output of scientific research in China＇s colleges and universities is fruitful, but industrial rate of patent in Colleges and universities is relatively low, and the transformation rate of scientific and technological achievements is low. Based on China＇s patent statistical analysis data in 2017 and China＇s current policy with the present situation of transformation of scientific and technological achievements in Universities in China, this paper briefly analyzes the three problems existing in the transformation of scientific and technological achievements in China and puts forward corresponding solutions from the angle of patent operation and scientific and technological service to explore the value of scientific and technological achievements, promote the marketization of scientific and technological achievements in Colleges and universities, promote the circulation of scientific and technological achievements between universities and enterprises, improve the effective conversion rate of scientific research results in Colleges and universities, and revitalize the scientific and technological achievements of scientific research institutes in Colleges and universities, and give full play to the greatest value of scientific and technological achievements.
