近年来合肥市包河区积极探索"两应"基层党组织建设,全力打造"党组织对群众有求必应、群众对党组织一呼百应"基层党组织。"有求必应"是"一呼百应"的前提和基础,"一呼百应"是"有求必应"的成效和结果,二者相辅相成,相互促进,生动诠释了党心民心交相辉映的内涵。包河区改变以纵向控制为主的单位党建模式,积极构建"纵向到底、横向到边"的区域化大党建模式,党组织设置实现从有形覆盖到有效覆盖,拉近了党心民心。打造群众身边的服务型党组织,实现党建工作融入社区服务、企业发展和组织建设,依靠引领发展服务发展赢得民心。积极开拓互联网+党建新模式,着力打造智慧党建,按照"线下做实、线上做活"的思路,促进线上线下党心民心互动相连。

In recent years, the Party Committee in Baohe District, Hefei City has actively explored the construction of the "Bi-Responding" grass-roots party organizations, that is, the party organizations should give rapid response to the requirements of the masses, and then will be able to rally multitudes at the party's call. The party's construction mode has now changed from the unit-based party building mode to the regional party building mode, established from the tangible coverage to the effective coverage, and hence closed the gap between the party and the people. The grass-roots Party organizations are expected to win the popularity of the people through the way of building a service-oriented Party organization around the masses, achieving party building work into community services, enterprise development and organizational construction and relying on leading the development and bettering the service. The grass-roots Party organizations have been actively exploring the Smart Party Construction with the help of the Internet, responding the public online in time and then making what the public want and need real offline. Thus, the Smart Party Construction in the end will help promote the relationship of the party with the people online and offline.
