Taking the people as the center is the core concept of General Secretary Xi Jinping in governing the country and the foundation of the CPC. It one of the basic strategy embedded in Xi Jinping new era of socialism with Chinese characteristics, and a strategy for upholding and developing socialism with Chinese characteristics; it is the important guide for the party and party members and cadres. It is the source of power, political position, the value orientation of the ruling Communist Party of China, but also the system arrangement of the Chinese communist party in power.
