摘要
在人口老龄化趋势加重,传统家庭式养老功能弱化的背景下,老年人对养老服务的需求逐渐增多,并且呈现多样化趋势。但是目前养老服务呈现出供给主体单一、高端养老产能结构性过剩、医养分离、养老服务人才缺乏的问题。在需求侧改革已经不能完全解决养老服务现存问题的状况下,可以从供给侧的角度对养老服务进行改革,把握养老服务发展方向、鼓励多元化供给、补齐服务短板、健全人才队伍,促进养老服务资源配置合理化,满足当下旺盛的养老服务需求,推动养老服务的稳步发展。
In the context of the heavier aging of the population trend and the weakening of the traditional family-based pension function, the demand for pension services by the elderly is gradually increasing and diversified. However, the current pension service presents a single main supply, high-end pension structural excess capacity, separation of medical care, lack of pension service personnel problems. Under the condition that the demand-side reform can not completely solve the existing problems of pension services, we can reform the pension services in the supply side, grasp the development direction of pension services, encourage diversified supply, fill in shortcomings in service, improve the talent pool and promote Pension resources rationalization of resources to meet the current vigorous demand for pension services to promote the steady development of pension services.
