探索有效的国有资产经营方式,提高国有资本营运效率,一直是我国经济体制改革中理论创新与实践探索的重点。中共十九大报告指出的"完善各类国有资产管理体制,改革国有资本授权经营体制",标志着国资授权经营体制改革进入一个新的阶段。文章梳理了国有资产管理从"国有资产授权经营"到"国有资本授权经营"的理论认识与演化,总结与反思了国资授权经营体制改革的实践历程与经验,并在此基础上探寻深化国有资本授权经营体制改革的实现路径。

It has always been the focus of theoretical innovation and practical exploration of China＇s eco nomic system reform to explore the effective way of state owned assets management and improve the operation efficiency of state owned enterprises.The major report on the 19th community of CPC pointed out that it is quite important to improve the management system of all kinds of state owned assets and reform the system of state owned assets authorized operation. The 2018 economic work conference of the central government also made it clear that we should improve the state owned assets reform plan, accelerate the transformation of state owned assets regulatory functions and innovate the authorized op eration system of state owned assets. This indicates that the reform of authorized operation system of state owned assets has entered a new stage.We need to summarize and rethink profoundly from the both aspects of theory and practice, and to seek the right approaches to realize the achievements.
