珠江河口水生态空间管控研究意义及研究进展

Research Significance and Progress of Pearl River Estuary Water Ecological Space Management and Control

加强水生态空间管控,优化水生态空间格局是新形势下我国水资源保护顶层设计的一项战略任务。珠江河口湾所处的地理位置是串联粤港澳大湾区的重要载体,河口湾水资源的流动性、水生态系统的整体性、水环境的关联性、水灾害防治的协同性决定了粤港澳大湾区的建设与发展,必将对珠江河口地区的水资源利用、水生态保护、水环境改善、水灾害防治等方面提出更高的要求。加快推进珠江河口水生态空间管控工作,对于优化水生态空间开发保护,促进建立"多规合一"的规划体系,维系流域、区域生态平衡,保障生态安全方面具有重要作用。在简析水生态空间管控的研究背景下,着重分析了珠江河口水生态空间管控的研究意义及国内外的研究进展,并结合该研究的发展趋势,对珠江河口水生态空间管控的应用前景进行了展望。

Strengthening the management of water ecological space and optimizing the spatial pattern of water ecology is the strategic tasks of China＇s water resources protection top-level design in the new situation. The location of the Pearl River estuary is an important carrier for the tandem of Guangdong-Hong Kong-Macao Greater Bay Area. The fluidity of the estuary bay water resources, the integrity of the aquatic ecosystem, the relevance of the water environment, and the synergy of the prevention and control of water disasters have determined the construction and development of Guangdong-Hong Kong-Macao Greater Bay Area, and will surely put forward higher demands on the water resources utilization in the Pearl River Estuary region,water ecology protection, improvement of water environment, prevention of water disasters and other aspects. Accelerating the promotion of ecological water space management and control of the Pearl River estuaries plays an important role in the optimization of water ecological space development and protection, promotion of establishment of a ＂multi-in-one＂ spatial planning system, maintenance of watershed and regional ecological balanceand ecological security safeguard. This paper analyzes the research background of water ecological space management, focuses on the research significance of the Pearl River estuary water ecological space management and domestic and foreign research status analysis, analyzes the development trend of the study, and looks forward the application of the Pearl River estuary water ecological space management.
