Cultivation and Development of Characteristic Industries of Poor Counties in Hebei Province

河北省有39个国家级贫困县,贫困县经济发展重点应依托特色产业。39个贫困县县域经济实力有很大差异,其特色产业培育发展思路也应有所不同。借助评价指标体系,运用主成分分析和聚类分析法对39个贫困县的经济差异性进行了强、一般、弱等相应层次划分,各层次特色产业培育发展思路为:经济实力较强县应充分发挥县域区位和资源优势;一般县应注重以市场为导向;较弱县应重点在旅游业和现代农业上下功夫。各县在其特色产业发展的不同阶段也应施行不同策略,在特色产业萌芽阶段,要做到集中力量选择某一或某几个优势产业重点培育;发展阶段要注重引入行业协会、生产力促进中心等促进企业的壮大发展;升级阶段要建立县域创新体系。

There are 39 state-level poor counties in Hebei province. The economic strength of 39 poorcounties is very different,and the train of thought of cultivating and developing characteristic industriesshould also be different. By using the evaluation index system and principal component analysis and clusteranalysis,the economic differences of 39 counties are classified into strong,general and weak levels. Thecultivation and development of characteristic industries at all levels are as follows： Counties with strongeconomic strength should give full play to their regional location and resource advantages; general countiesshould focus on market-oriented; weak counties should focus on tourism and modern agriculture. Eachcounty should also implement different strategies at different stages of its characteristic industrialdevelopment. In the initial stage of characteristic industry, we should concentrate on selecting one orseveral key advantage industries. In the development stage,we should pay attention to introducing industryassociations and productivity promotion centers to promote the growth and development of enterprises.County innovation system should be established in the upgrading stage.
