海关保税物流监管若干问题探究

Research on Several Issues of Customs Bonded Logistics Surveillance

保税物流监管可以助推新经济、新业态有序高速发展,将为海关特殊监管区及保税监管场所的有序发展提供强有力的保障,有利于贸易便利化的实现。法律法规不完善、监管体制和机制不佳、自由贸易试验区监管创新制度目标推进实效低于预期等是我国保税物流监管存在的问题。针对存在的问题,在借鉴国外有益经验基础上,应从全面梳理和健全保税物流监管法律体系、优化调整保税物流监管运行机制、推动自由贸易试验区保税物流监管创新制度改革等方面完善我国海关保税物流监管制度对策。

Bonded logistics surveillance can promote orderly development of new economy andemerging industries, and provide strong guarantees for the orderly development of customs specialsurveillance areas and bonded surveillance sites, which is conducive to the realization of trade facilitation.There are some problems existing in China＇s bonded logistics surveillance. In view of the existing problemsand on the basis of learning from the useful experience of foreign countries, we should comprehensivelysort out and perfect the legal system of bonded logistics supervision, optimize and adjust the operationmechanism of bonded logistics supervision, and promote the innovation system reform of bonded logisticssupervision in pilot free trade zones.
