为探讨经济新常态下提升金融扶贫绩效、顺利完成精准扶贫预期目标的路径选择,深入分析了安徽省金融扶贫面临的形势及解决方式。发现当前安徽省金融扶贫面临政策引导力不足、基础设施薄弱、风险多元化等各种挑战,供给成本高、信用体系不健全、涉农金融产品供需不协调等问题制约全省金融扶贫进程,需要创新扶贫方式,融入扶贫新理念,从优化担保机制、创新金融工具、发展普惠金融、推动金融扶贫与其他扶贫方式有机结合等方面采取具体措施,构建符合金融发展规律并有利于增强贫困人口内生动力的扶贫体系,进一步提升金融扶贫的层次与水平。

Under the new norm of economic growth from high speed growth to high quality development, Anhui′s financial poverty alleviation is facing many new challenges, such as poor guidance policy, weak financial infrastructure and diversified financial risks. High cost of supply, defective credit system and other financial constraints have affected poverty alleviation process in the new situation. It is necessary to innovate approaches of poverty reduction and introduce the new concept.Government should take concrete measures to enhance the poor′s ability and motive to alleviate poverty, construct a system in accordance with the financial development and further raise the level of financial poverty alleviation, such as the optimization of guarantee mechanism, innovation of financial tools, the development of Inclusive Finance and the combination of financial tools and other measures.
