“智慧公安”背景下上海城市轨道交通安检工作创新研究

Study on the Innovation of Security Check in Shanghai Urban Rail Transit System under the Background of “Smart Policing”

轨道交通安检是轨道社会治安防控体系建设的重要内容,是一项复杂的系统工程,涉及不同行业、不同领域和多个环节。轨道交通安检从目前单一性安全检查走向立体化的安防体系建设,不仅需要在硬件上优化设施,制度上完善措施,执法上严格实施,还需要全社会高度重视、主动参与、共同配合轨道风险防控工作。在当前全面推进"智慧公安"建设的大背景下,上海轨道交通安防工作应充分依托人工智能、大数据、云计算、物联网等先进科学技术,通过试点运用光感围栏、电子围栏、智能安检仪、快速安检机等最新安防技术,倒逼轨道安检理念创新和安检流程再造,实现由传统的"人海战术"模式向集约高效的"智能安检"转型升级,着力打造与上海轨道交通大客流特点相适应的新型"智能安检"系统,逐步做到对人员和物品"全覆盖、非接触、不停留"安检,以实现对"人""物""点"快速、精准管控,提升轨道公共安全管理成效和安全系数。

The security check as an important part of public order control and prevention in railway system is a complicated systematic engineering,which involves different industries,sectors and many procedures.The security check in railway transit system has evolved from a simple phase to a dimensional control and prevention system,which needs the optimization of not only hardware but also mechanisms and measures,strict law enforcement,whole society＇s attaching importance to,active participation and cooperation so as to control and prevent potential hazards.Under the background of ＂Smart Policing＂,the security control and prevention in the railway transit system should rely on artificial intelligence,big data,cloud computing,internet of things and other sophisticated science and technology.The application of light sensor fences,E-fences,AI-security check devices,fast security check machines and up-to-date security technology will in turn innovate the security check notion and remake its procedures,thus changing the security check mode from a＂man intensive one＂ to an efficient AI one.In order to cater to the needs of large crowds of passengers in Shanghai metro lines,great efforts should be made to develop new smart security systems,which will gradually check all passengers and items without touching and stop so as to control them fast and precisely and improve its efficiency and safety rate.
