摘要
文章利用2006—2015年"一带一路"沿线35个国家的面板数据,从各国知识产权保护水平、进口贸易获得的R&D资本存量、科学家与工程师可用性、企业技术吸收能力等方面研究了知识产权保护、贸易技术溢出对环境技术创新的影响,研究表明,"一带一路"沿线国家的环境技术创新是知识产权保护水平的倒"U"型曲线,知识产权保护具有门槛效应;进口国从中国的贸易进口得到的R&D资本存量有助于各国环境技术创新;各国科学家和工程师的投入能够显著促进环境技术创新,而国家企业吸收技术水平对环境技术创新产生负向影响。最后在此结论的基础上,提出相关的政策建议。
Based on the panel data of 35 countries along the "the belt and road" from 2006 to 2015, the article explores the intellectual property protection and the impact of trade technology spillover on environmental technological innovation from the level of intellectual property protection, the RD sector, the availability of scientists and engineers, and the technological absorbing ability of enterprises. The research shows that the environmental technology innovation is the "U-spline" curve about intellectual property protection of the country along the "the belt and road", and the intellectual property protection has the threshold effect. The country gets the RD capital stock with importing from China will help countries to innovate the environmental technology, using more national scientists and engineers can promote the innovation of environmental technology, and the ability of enterprise to absorb the technical will have a negative impact in the environmental technology innovation. Finally, on the basis of the conclusion, the writer puts forward the relevant policy recommendations.
