摘要
当前海绵城市建设在资金、技术、管理等层面存在较大障碍,PPP（public-private partership）模式作为基础设施建设、公共服务供给的重要方式之一,为解决海绵城市建设困境提供了可能。文章从海绵城市项目的特点与建设难点入手,结合PPP模式的优势与应用现状,指出利用PPP机制推动海绵城市建设存在着广阔的应用前景与公私合作关系中亟待解决的困局,并给出相关对策建议。
At present, the construction of sponge city has great obstacles in terms of capital, technology and management. As one of the important ways of infrastructure construction and public service supply, the PPP mode provides a possibility to solve the plight of the construction in the Sponge City which as one of the important ways of public service supply. Based on the analysis of characteristics and difficulties in the construction project of the Sponge City, and combined with the advantages and application situation of PPP model, this paper will point out that using the PPP system to promote the construction in the Sponge City has a wide application prospect, on the other hand, there are many difficulties to solve the public-private partnership. Finally some relevant recommendations will be proposed.
