基于生态化的我国各省份生态文明建设评估研究

Research on the Evaluation of Eco-Civilization Construction in Chinese Provinces Based on Ecologization

基于对生态文明内涵的＂全生态＂解读,从生态环境和文明生态化两个方面,构建涵盖生态环境状况、生态环境建设、物质文明生态化、政治文明生态化、精神文明生态化5个方面共计31项指标的生态文明建设评价指标体系。为更好地识别与引导生态文明建设方向,通过构造生态状况指数与生态文明建设指数,运用衡量差异的熵值赋权法对2015年我国各省份生态文明的状态与建设过程两个方面进行评价。进一步分析发现,我国东部地区的建设力度整体上高于中部地区,而中部地区又高于西部地区。最后,结合生态文明建设指数内部的结构差异,针对不同地区未来生态文明建设的重点方向提出了具体的战略性建议。

Based on the interpretation of the connotation of eco-civilization, this paper, from two aspects of ecological environment and ecologization of civilizations, establishes an evaluation index system for provincial ecological civilization construction that consists of 31 specific indicators, covering 5 aspects including ecological environment condition, ecological environment construction, the ecologization of material civilization, political civilization and spiritual civilization. In order to better identify and guide the direction of eco-civilization construction, this paper established ecological environment index and eco-civilization construction index and uses the entropy method which can well measure difference to evaluate the condition and the construction process of eco-civilization of 30 provinces in China in 2015. It is found by further analysis that the central region is worse than the eastern region but better than the western region in term of the investment in eco-civilization construction. Finally, in accordance to the analysis of structural differences within the eco-civilization construction index, specific strategic suggestions on the key direction of future eco-civilization construction in different provinces are put forward.
