The Dilemma and Countermeasures of the Poverty Alleviation by Relocation

易地扶贫搬迁是脱贫攻坚＂五个一批＂中难度最大、政策性最强、标准最高的一批,涉及搬迁群众就业、安居及后续发展等多个方面,如果处理不好,会造成诸多社会矛盾。针对这一情况,笔者对河北涞源县和广西龙州县的易地扶贫搬迁工作进行了实地考察,分析了两地易地扶贫搬迁中解决＂搬得出＂、＂留得住＂、＂能致富＂的做法、经验以及面临的问题,提出了相应建议。

The 19th report of the party pointed out that it was important to win the fight against poverty and make poverty and poverty-stricken areas join the whole country in a moderately prosperous society. As the most difficult, policy-based, and standard of the ＂five batches＂ of poverty alleviation , the poverty alleviation by relocation involves many aspects such as relocating the masses to employment, housing and follow-up, and if not handled well, it will cause many social conflicts. In response to this situation, the research group conducted a field survey on the poverty alleviation by relocation in Laiyuan County, Hebei Province and Longzhou County, Guangxi Province. This paper analyzed the practices, experiences and problems faced in the relocation of poverty alleviation and relocation in the two cities to solve the problems of ＂moving out＂, ＂staying in residence＂ and ＂becoming rich＂, and puts forward corresponding suggestions.
