基于战略路线图我国运动休闲特色小镇治理路径研究

Study on the Management Ways of Our Country Sports and Leisure Characteristic Small Town Based on the Strategic Road Map

习近平新时代中国特色社会主义思想是推动我国体育产业发展的强大动力。而运动体育特色小镇作为新时代背景下体育产业高度发展的产物,是在国家大力出台促进体育产业与特色小镇发展的双重政策引导下产生的以体育为载体,集聚文化、旅游、休闲、赛事活动等多种产业融合形成的"特色体育产业",其以"小而精"规模适度、"聚而合"多重融合且具有明确产业定位与文化内涵的聚集体形成产业链。从运动休闲特色小镇发展的角度审视,其涉及"政府监管-社会投资-金融机构参与PPP融资"四步驱动,并以利益共享、风险共担的开发与运营模式存在。文章运用路线图方法对我国运动休闲特色小镇治理体系进行研究,以创新型发展路径及科学公共政策为前提,以制定治理我国运动休闲特色小镇的政策导向和组织框架为研究起点,以构建我国运动休闲特色小镇治理体系为发展目标,由公共政策驱动,强化社会治理、多元赛事引领,打造品牌效应、服务产业需求,优化资源配置、多层盈利模式,促进商业融合构成的核心任务。同时,政府作为制定运动休闲特色小镇政策的牵引者,社会作为治理运动休闲特色小镇的运行机制,市场作为运动休闲特色小镇的配置机制,由此构成我国运动休闲特色小镇的实现路径。

Xi Jinping＇s new era socialism with Chinese characteristics is a powerful driving force for the development of China＇s sports industry. As a result of the highly developed sports industry under the background of the new era,sports and sports featured towns are produced under the guidance of the dual policies of the country that have vigorously promoted the development of sports industry and featured towns,using sports as the carrier,gathering culture,tourism,leisure,The ＂specialized sports industry＂formed by the integration of various industries such as sports events and so on,forms an industrial chain with an aggregate of ＂small and fine＂scale,＂multi-integration＂and multiple integration,and clear industrial positioning and cultural connotation. From the perspective of towns＇ development,sports and leisure town involves the four-step drive of ＂ government regulation,social investment,financial institution participation and PPP financing＂ and exists in the operating mode of benefits and risks sharing. Taking the policy direction and organizational framework setting as starting point and governance system building as development goal,this paper uses the roadmap method to analysis the governance system of sports and leisure towns with the premise of development path innovation and scientific public policy. Driven by public policies,to strengthen social governance and diversified events leading,create brand effects and service industry needs,optimize resources allocation and multilayer profit model so as to promote commercial integration. At the same time,the government as tractor of policy making,society as the operating mechanism of governance,market as the allocation mechanism,therefor compose the implementation path of our sports town.
