贵州省国有建设用地使用权净地出让存在的问题及对策

A Brief Analysis on the Net Transfer of the Right to Use State-owned Construction Land in Guizhou Province

指出了我国现行土地出让政策实行"净地"出让,禁止"毛地"出让。但在贵州省有些地方未能严格贯彻落实,有的为"净地"出让,但实际为"毛地"出让,有的为"现状出让、净地交付"等。基于贵州省国有建设用地使用权出让的现状,针对全省国有建设用地使用权净地出让存在的一些问题和提出了解决方法。

The current land transfer policy of our country implements ＂net land＂ transfer and prohibits ＂gross land＂ transfer. However, some areas in our province have not been strictly implemented. Some have been sold for ＂net land＂, but actually for ＂gross land＂. Some have been sold for ＂current situation, net land delivery＂. Based on the cur- rent situation of state-owned construction land use right assignment in our province, this paper discusses some problems and solutions of the net transfer of state-owned construction land use right in our province.
