发展碳金融对于推动经济的高质量发展具有十分重要的意义。分析淮安碳金融发展基础,探讨碳金融创新发展的路径,提出加快建立碳交易管理制度及协调机制;建立碳交易MRV体系,对重点行业、重点企业进行碳资源排查;创新碳金融产品,构建绿色金融产品体系;发展低碳农业,积累农业碳汇,开展碳汇挖潜。

The development of carbon finance is of great significance for promoting the high quality development of the economy. This paper analyzes the foundation for the development of carbon finance in Huai＇an, and explores the path for the innovation and development of carbon finance. It is necessary to speed up the establishment of management and coordination mechanism for carbon trading as well the MRV system for it. Carbon resources inspection is to be conducted over key industries and key enterprises. The innovation of carbon finance products and the construction of green financial products system are required. Low carbon agriculture needs to be developed and agricultural carbon sink is to be accumulated.
