越南海洋战略的推进对中国海上安全的威胁

Challenges of Vietnam's Advancement Marine Strategy to China's Maritime Security

越南由于其特殊的地缘特点和历史因素,自南北统一以来,对于海洋政策的重视程度日渐提高,2007年,越共十届四中全会讨论并通过了《至2020年越南海洋战略》,从国家战略层面明确了越南走向"海洋强国"的目标要求。经过10年的发展,越南在海洋经济、国防安全、科学研究等方面大力推进其海洋战略。但由于南海争端,越南在南海进行肆意开采,扩充军备,又舆论导向上恶意中伤中国,联合区域国家、引入域外大国致使南海问题复杂化,对我国国家安全,尤其是海上安全构成了威胁。

Due to its special geopolitical features and historical factors, Vietnam’s emphasis on maritime policy has increased since the reunification of the South and North. In 2007, the Fourth Plenary Session of the 10th National Congress of the Vietnamese Communist Party discussed and adopted the “Vietnam’s Marine Strategy 2020”; and the document has clarified the goals, requirements, and content of Vietnam＇s road toward a “Maritime Power” in national strategic level. After 10 years of development, Vietnam has vigorously promoted its maritime strategy in marine economy, national defense security and scientific research. However, apart from the disputes over the South China Sea, Vietnam has been wantonly exploiting resources in the area, expanding its armament, maliciously targeting China on the guidance of public opinion, cooperating with other regional countries and pulling in extraterritorial powers to complicate the issue. All of this have made the disputes more complicated and posed a threat to China’s national security, especially maritime security.
