我国民办养老机构中政府责任研究

A Study of Government Responsibility in the Pension Office of China's Non-governmental

随着我国人口老龄化的加剧,民办养老机构在社会养老中的作用日益突出,政府在其中的责任也越来越受到重视。虽然政府采取了一系列优惠措施扶持民办养老机构的发展,但由于对该行业认识不全面,一些优惠政策并未落到实处。因此,我国民办养老机构依旧存在发展的困境,例如政策落实不到位,专业人才匮乏,缺乏严格的评估监管等。借鉴美国、加拿大政府在发展民办养老机构过程中的经验,提出政府应加大财政支持力度、完善政策法规、加强培训工作、落实评估工作等措施,从而转变政府职能,切实保证民办养老机构的健康发展,提高养老机构的服务质量。

With the aging of the population in our country,the role of private pension institutions in social pensions has become more and more prominent,and the government's responsibilities have become increasingly important. Although the government has adopted a series of preferential measures to support the development of private pension institutions,due to the incomplete understanding of the industry,some preferential policies have not been implemented. Therefore,the old-age pension institutions of our country still have difficulties in development. For example,the implementation of policies is not in place.lack of professionals,lack of strict assessment and supervision. Drawing lessons from the experience of the US and Canadian governments in the development of private pension institutions,the government proposes that the government should improve its macroeconomic control functions,increase financial support,improve regulations and policies,strengthen training,and implement assessment measures,so as to transform government functions and effectively guarantee private ownership. The healthy development of old-age care institutions improves the service quality of the old-age care institutions.
