自改革开放以来,我国城市化进程逐步加快,基础设施的建设成为衡量社会经济发展和人们生活水平的重要标准。城市基础设施建设存在资金需求大、成本高等问题。近年来,PPP项目在中国发展日渐成熟。通过PPP项目的推广应用,将有效化解地方政府融资平台债务风险。BLT模式作为BOT融资模式的一种延伸,在一定意义上可以看作是EPC总承包与融资租赁的组合。

Since the reform and opening up, the process of urbanization in China has been gradually accelerated, and the construction of infrastructure has become an important standard to measure the social and economic development and people＇s living standard. There are many problems existing in the urban infrastructure construction, such as the large capital demand and high costs. In recent years, the development of PPP project in China is becoming more and more mature. Through the popularization and application of PPP project, the debt risk of local government financing platform will be effectively resolved. As an extension of BOT financing mode, BLT mode can be regarded as a combination of EPC general contracting and financial leasing in a certain sense.
