雄安新区背景下白洋淀上游地区农业节水意愿调查

The Investigation of the Agricultural Water-Saving Willingness in the Upper Reaches of Baiyang Lake Under the Background of Xiong'an New Area

论文以白洋淀上游瀑河水库西黑山村和新乡村附近实地调研为例,以外部性理论和公共物品理论为基础,并且运用SPSS24对调研数据进行分析,分析结果显示:该区域水资源严重短缺,大水漫灌并超采地下水,但是仍然有44%的人愿意为白洋淀生态恢复进行农业节水,为此提出加大农业节水技术的推广力度、加大对农业节水的补偿力度以及加强水利设施的修建和管理、鼓励农户参与技术与管理的节水建议。

Taking the field investigation of the area nearby the Xiheishan village and Xinxiang village, which is near the Baohe reservoir in the upper reaches of Baiyang Lake, as the example, based on the externality theory and public goods theory, the paper analyzes the investigation data by using SPSS24.The analysis results show that the water resources in this area are seriously short, and there exists broad irrigation and exploitation of groundwater. But there are still 44% of people willing to carry out agricultural water conservation for the ecological restoration Baiyang Lake. Therefore, some suggestions are put forward for water saving, such as increasing the popularization of agricultural water-saving technology, increasing the compensation for agricultural water-saving, strengthening the construction and management of water conservancy facilities, encouraging farmers to participate in technology and management.
