德国家庭医生的特色服务对破解我国分级诊疗困境的启示

Enlightenment of German Family Doctor's Distinctive Services on Cracking down the Dilemma of Hierarchical Diagnosis and Treatment in China

"分级诊疗"既是我国医改的难点又是政府关注的焦点,同时更是百姓关心的热点。该制度自执行以来,虽然取得了一定成效,但也面临一些困境。通过借鉴德国家庭医生特色服务的经验对我国分级诊疗现存问题进行分析,并从引导人力资源下沉、做实家庭医生签约服务内容和完善全科医生培养等方面提出对策建议,以期早日形成科学合理的分级诊疗体系。

＂Hierarchical diagnosis and treatment＂is not only the difficulty of China＇s new medical reform and focus of government＇s attention,but also pain points of the people＇s concern. Since the system＇s implementation,although it has achieved certain results,it also has faced many difficulties. By drawing the experience of German family doctor＇s distinctive services,this paper analyzed the existing problems of hierarchical diagnosis and treatment in China,and put forward countermeasures from guiding the sinking of human resources,fulfilling the contents of family doctors＇ contracting services and improving the training of general practitioners,so as to form scientific and reasonable hierarchical diagnosis and treatment system at an early date.
