利益相关者和区域协同视域下的职业教育精准扶贫 被引量:1

Research on the Poverty-Relleviation Model in Vocational Educat ion From the Perspective of Stakeholders and Regional Collaboration

摘要 当前职业教育扶贫存在的突出问题是教育和扶贫缺乏系统耦合。广州铁路职业技术学院与广梅产业园对接的现代学徒制帮扶项目基于利益相关者理论与区域协同创新理论,构建了"大部门联动""大格局扶贫""大流程管理"和"大区域协作"理念下的以产业为纽带,以政府、企业、高职、中职和学徒为主体的区域协同扶贫模型,探索各主体之间相互作用的机理,提出协同扶贫的三大促进机制,即构建共商共建共享的区域扶贫联盟机制,形成精准扶贫的社会合力;构建现代学徒制扶贫的组织保障机制,拓宽贫困群体继续教育发展通道;构建基于利益相关的产教融合机制,实现权益共享和资源转换。 The current prominent issue in poverty-reduction in vocational education is the lack of systematic coupling between education and poverty-reduction. The Modern Apprenticeship Assistance Project of Guangzhou Railway Polytechnic to Guangmei Industrial Park is based on the theories of stakeholders and regional collaborative innovation with the idea of "major-department connection", "big-process management", "large-scale poverty alleviation" and "macro-regional cooperation". In accordance with the above-mentioned theories and ideas, industry-linked and regionally coodinating poverty-reduction model is established with the government, enterprises, higher vocational schools, secondary vocational schools and apprentices acting as the major agents. The mechanisms of interaction among these agents is explored in preset study. To promote poverty-reduction, the study propoeses three principles in regards to mechanism building as follows: 1) Building a regional poverty alleviation alliance mechanism to develop collective force for accurate poverty alleviation. 2) Building the organizational guarantee mechanism of modern apprenticeship in poverty alleviation to broaden access to continuous education for poverty-stricken groups. 3) Building production-education integrated mechanism of shared interest to achieve equal sharing of interest, rights and resource conversion.
