摘要
随着我国生态文明建设进入关键期,各级政府主管部门对水土保持、生态保护管理更为严格规范,铁路工程项目弃渣管理已经成为重点关注内容之一。在阐述施工阶段弃渣场选址与批复水土保持方案变化较大、弃渣后续设计管理重视不够、弃渣实施阶段过程管控不到位等铁路工程建设项目弃渣管理存在主要问题的基础上,以西(安)成(都)客运专线四川段弃渣管理实践为例,提出合理优化建设项目弃渣场选址、推进弃渣场选址变更行政审批备案、强化项目建设过程管理、建立弃渣场工程专项档案、加强与各级行政主管部门沟通协调等做好铁路工程建设项目弃渣管理的建议。
With the construction of ecological civilization in our country entering a critical period,the competent government departments at all levels have tightened and standardized the management of soil and water conservation and ecological protection,and the management of waste residue in railway engineering projects has become one of the focuses of attention. On the basis of expounding the major problems existing in the disposal management of railway construction projects in the construction phase,such as large changes in the site selection and approval of the disposal site and soil and water conservation plan,insufficient attention to the subsequent design and management of the disposal site,and insufficient control of the disposal process during the disposal implementation phase,taking the disposal management practice of Sichuan section of Xi'anChengdu passenger dedicated line as an example,this paper puts forward suggestions on reasonably optimizing the site selection of the disposal site of the construction project,promoting the administrative approval and filing of the site selection change of the disposal site,strengthening the management of the construction process of the project,establishing special archives of the disposal site project,and strengthening communication and coordination with administrative departments at all levels,etc.
