摘要
基于环境功能区划,将余姚境内重要饮用水水源保护区、森林公园等自然生态红线区作为生态补偿范围与对象,综合考虑建设管护费用、机会成本和生态服务价值等因素估算不同级别水源涵养林和公益林的补偿标准,基本构建余姚市生态补偿框架。
Define the important drinking water protected areas and forest park as ecological compensation scope based on the environmental functional zoning. Considering construction cost, opportunity cost and ecological services value factors, estimate compensation standard of different level public welfare forest, and then build ecological compensation framework of Yuyao.
