Challenges and Solutions of Big Data Governance of Local Government:An analysis Perspective Based on the Theoretical Framework of “Motivation-Ability”

中央发布了关于大数据治理的相关政策及行动纲要。为了响应中央号召,地方政府纷纷开展大数据治理行动。压力型体制下的地方政府受到"双重激励"的影响,出现治理动机高,而治理能力不足的现象。地方政府面临数据统筹能力不足、缺乏数据权限、数据思维等挑战。分析影响动机—能力关系的因素,通过循证决策,提升地方政府资源禀赋能力等方式来平衡动机—能力之间的关系,并提出大数据治理的解决方案。

As the central government continuously releasing relevant policies and action outlines on big data governance, local governments have started big data governance initiatives in response to the call. Local governments under the pressure type system are affected by the ＂double incentives＂. The emergence of high governance motives and inadequate governance capabilities make Big Data govern ance face the challenges of insufficient data planning capabilities, and lack of data authority and data thinking. The relationship of motivation ability is expected to be balanced, and the governance of big date is expected to be improved through analysis of affecting factors and evidence based decision mak ing, by the way of enhancing local government resource endowments.
