工程风险规避的伦理学探析

工程风险是现代性社会中的主要风险。除了不可控的自然原因之外,理性不及、制度缺陷以及责任感缺失这三个重要人为因素是造就工程风险的主因。对于规避工程风险而言,健全理性与公正制度以及责任与良心是必不可少的。理性与明智是工程风险规避的智力保障,善制与善治是工程风险规避的制度保障,而责任与良心是工程风险规避的道德保障。三者联合起来共同发挥作用就能够预防工程风险并从而确保工程成功。

Engineering risk is the main risk in modem society. In addition to uncontrollable natural reasons, non- rational, system defects and the lack of sense of social responsibility are three important human factors to the main causes of engineering risk. To avoid the risk of the project, it is necessary to improve the rationality and justice system as well as the responsibility and conscience. Rationality and wisdom are the intellectual guarantee of engineering risk avoidance, good system and good governance are the institutional guarantee of the engineering risk avoidance, and responsibility and conscience are the moral guarantee of engineering risk avoidance. The three factors can work together to prevent risks and ensure the success of the project.
