基于DEA法的企业孵化器孵化绩效研究

An Empirical Study on the Incubation Performance of Enterprise Incubators

随着创业高潮的出现,企业孵化器渐渐成为社会关注的热点,研究孵化器的运行原理及其绩效影响因素也越来越被人们重视。自我国第一家企业孵化器"东湖新技术创业中心"创建以来,武汉市企业孵化器的数量、质量持续不断地增长与提高。研究武汉及其周边市的孵化器,具有一定的代表性,能为其他地区的孵化器提供理论指导。运用DEA法,对比分析了湖北省武汉市及其他城市的国家级企业孵化器的DEA效率。结果发现,有5家武汉市的企业孵化器、2家湖北省其他城市的企业孵化器达到了DEA有效,达到了最优的投入产出。而在松弛变量的分析基础上,产出方面的孵化器总收入和投入方面的累计公共技术服务平台投资额对企业孵化器的绩效来说有效程度较高。针对研究结果,提出了提高政府扶持力度、改进孵化器经营方式、注重与当地产业融合等建议。

In this paper, we start from the development of enterprise incubators in Wuhan and analyze the key factors affecting the performance of innovation incubator. By using the DEA model and comparing the input and output ratio of incubators in Wuhan city and other cities inHubei province, we obtain the related factors that make good effects to business incubator. The result also shows that there are seven incubators have reached the DEA effective and achieve the optimal input-output, five of them are in Wuhan city and the rest is in other cities in Hubei province. Besides, on the basic of slack variable analysis, there are two factors that make more effective works for business incubator performance. One of them is the incubator’s total income in output aspects and the other is the accumulated investment of public technology service platform in investment aspects.
