基于模糊综合评价法的湖北省部属高校技术转移服务效能评价研究

Research on Efficiency Evaluation of Technology Transfer Service of Subordinate Universities in Hubei Province Based on Fuzzy Comprehensive Evaluation Method

构建了高校技术转移服务效能评价指标,以科技创新能力、科技开发能力、技术转移服务能力和技术转移服务效果作为准则层的4个指标,利用模糊综合评价法分析了2013-2017年湖北省部属高校的技术转移服务效能。结果表明,虽然湖北省部属高校技术转移服务效能的整体绩效评价结果为"优",但科技创新能力、技术转移服务能力还有较大提升空间。针对分析结果提出了提升高校技术转移服务效能的意见建议。

This paper constructs an evaluation index for the efficiency of technology transfer service in Colleges and universities, and analyzes the efficiency of technology transfer service in Hubei provincial universities from 2013 to 2017 by using the fuzzy comprehensive evaluation method, taking the innovation ability, development ability, service ability and service effect of technology transfer as four indexes. The results show that although the overall performance evaluation results of the technical transfer service efficiency of the provincial universities are excellent, there is still room for improvement in scientific and technological innovation ability and technical transfer service ability. According to the analysis results, suggestions for improving the efficiency of technology transfer service in universities are put forward.
