日本土地利用规划体系特征及其对我国的借鉴

The Characteristics of Japan's Land Use Planning System and Its Reference to China

针对我国当前重塑空间规划体系的需要,从土地利用规划和城市规划关系的角度,具体分析日本土地利用规划体系,包括行政体系、运行体系和法律体系,总结日本土地利用规划体系的五个特点。日本土地利用规划体系对我国的借鉴:依法构建并实施规划体系,统筹协调行政体系和运行体系的关系,建立不同层级和类型的规划协调机制,通过建立规划委员会等方式加强公众参与,构建新时代具有中国特色的土地利用规划体系。

Based on the current needs of reshaping the spatial planning system in China, from the perspective of the relationship between land use planning and urban planning, this paper makes a concrete analyze for the Japanese land use planning system. The analysis includes the administrative system, the operational system and the legal system, following this, the paper summarizes fve features of the Japanese land use planning system. The reference of Japanese land use planning system to China includes： build and implement a planning system according to law, coordinate the relationship between the administrative system and the operating system, establish different levels and types of planning and coordination mechanisms, increase public participation through the establishment of planning committees and other methods, building a land use planning system with Chinese characteristics in the new era.
