上海对接推进长江经济带生态共同体建设研究

Shanghai Responding and Promoting the Construction of Yangtze River Economic Zone Ecological Community

长江经济带生态共同体是生态要素有机融合、经济社会与生态环境良性互动、不同区域共生共利共荣的地域性共同体。2011-2015年,长江经济带生态共同体生命力指数总体不断上升,下游地区经济社会发展和生态建设响应表现相对更优,而上游地区生态系统健康方面具有优势,应充分实现长江经济带不同区域的优势对接,共同推进长江经济带生态共同体建设。依托江海交汇的自然环境、全球城市、科创中心、制度创新等优势,上海在长江经济带生态共同体中应发挥其服务引领作用,使其成为共抓生态保护的示范者、创新驱动发展的先行者、协调区域发展的领头羊、对内对外开放的动力源、引领制度创新的排头兵。同时,上海应在建设长江经济带绿色生态廊道重要节点,打造要素配置与服务重要枢纽,带动长江经济带产业绿色转型发展,引领长江经济带环境治理体制机制创新方面发挥积极作用。

Yangtze River economic zone ecological community is a symbiosis and co-prosperity regional symbiosis where ecological elements are organically integrated,economic development and ecological environment protection are benignly interacted.Through evaluating the ecological community vitality of 11 provinces and cities in Yangtze river economic zone,the paper found that the ecological community vitality index of Yangtze river economic zone is generally in an upward trend.Social-economic progress index and ecological control response index in lower Yangtze River region perform better,and ecosystem health index in upper-middle reaches of Yangtze River is better.Complementary advantages are urgently needed so as to co-build the Yangtze River economic zone ecological community.Based on the advantages in Yangtze River mouth,global city,scientific technological innovation center and system innovation,Shanghai should play the serving and leading role in ecological protection,innovation driven development,regional coordinated development,open development and institutional innovation.
